Jason Salvin

Founder & Principal, Construct and Consult, LLC

Mr. Salvin is a Florida Certified General Contractor (License No. CGC1526456) with more than 30 years of comprehensive experience in construction related professions. His relevant experience includes (i) his time as a construction labor apprentice and construction laborer in the 1980's and 1990's, (ii) employment by Turner Construction Company in the 1990's and 2000's, (iii) his 20+ year Florida Construction Law practice, including as a Board Certified Construction Law Specialist, and (iv) 9 years as a Senior Principal and past Senior Vice President of NV5, Inc. in which he, among other things, managed the NV5 National Complex Litigation Forensics Group through early 2026, focused on construction defect consulting and expert witness services.  Mr. Salvin has provided risk management services and assisted clients with contract compliance, claim avoidance and claim resolution.  He has presented at the Florida Bar Advanced Construction Law Institute on Emerging Technology for Construction Defect Claims, Milestone Inspections, and Building Recertification and at speaking engagements and training seminars in Miami-Dade, Broward, and Palm Beach Counties concerning Florida Statute Chapter 558. He has participated in hundreds of construction defect claim inspections and participated in complex settlement conferences involving numerous parties and insurers. Mr. Salvin's construction experience with Turner Construction Company, one of the nation's leading builders, as a Project Manager, Project Engineer, Superintendent, Cost Engineer, and Purchasing Agent, includes approximately $500,000,000 of preconstruction and construction related activities.  From the very unique perspective of a builder, construction attorney, and construction consultant, Mr. Salvin has experience with claims and technical issues concerning, among other things, contractor standard of care issues and opinion of probable cost analysis, mold, asbestos, landscaping and sitework, foundations, reinforced, pre-stressed, and post-tensioned concrete, masonry, metal fabrications, including handrails and railings, expansion joints and waterproofing, roofing, metal doors, frames and hardware, window systems including glass and glazing, finishes including portland cement plaster, paint and coatings, gypsum board assemblies, tile, carpet, and insulation, elevators, metal, PVC, and CPVC piping, HVAC systems and associated equipment and controls, plumbing fixtures and equipment, fire protection systems, electrical systems, and other building systems and components. During his time with NV5, Inc. beginning in 2017, Mr. Salvin provided general oversight and technical professional services with respect to construction projects and claims totaling more than one-billion dollars. Mr. Salvin's legal experience includes Partnership in one of the nation’s largest construction law specialty firms and serving as the firm wide Chair of its Construction Defect Practice Group.   Mr. Salvin has extensive construction defect claim resolution experience including the defense and prosecution of pre-suit claims and litigation of construction related matters, has participated in numerous mediation conferences, and negotiated and drafted comprehensive settlement agreements.    Mr. Salvin practiced construction law with the national firm full time for approximately 14 years and remains Martindale-Hubble peer rated AV Preeminent for the highest level of professional excellence. Mr. Salvin served as the Chairman of the Dade County Bar Association Construction Law Committee, was certified by the Florida Bar as a Construction Law Specialist in 2010, was certified by the Supreme Court of Florida as a Court approved Circuit Mediator, and is a Florida Supreme Court Qualified Arbitrator.   Mr. Salvin has estimated, developed, and managed substantial budgets, implemented cost controls, assembled, mobilized, and supervised project teams of varying types and sizes for varying purposes, and assisted clients seeking support regarding a variety of diverse issues and scopes of work and services.
